October 22 logistics briefing: diesel, building demand and Southwest rain

A shipper briefing on the latest EIA diesel prices, September housing data and Southwest rainfall risk, with practical steps for freight buyers.

What matters for your next load

  • The latest EIA diesel observation is $6.276 per gallon nationally for October 19, up 9.7 cents from the previous week. Confirm the fuel basis on new quotes.
  • September housing data offers context for building-material demand, but it does not establish what will move on your specific lanes.
  • Parts of southern Utah and southwest Colorado face an official excessive-rainfall forecast risk. Confirm receiving access and current road conditions before dispatch.

Diesel: compare the fuel basis as well as the total price

EIA’s October 20, 2026 release puts U.S. on-highway diesel at $6.276 per gallon for the October 19 observation week, including taxes. That is $0.097 above the prior week. These are weekly regional averages, not live October 22 pump prices or freight rates.

The regional spread matters when comparing offers that use different fuel indexes. The following figures all refer to the same observation week and release.

Diesel: compare the fuel basis as well as the total price
EIA regionDiesel, $/gallonChange from prior week
United States$6.276+$0.097
East Coast$5.984+$0.076
Midwest$6.352+$0.093
Gulf Coast$5.903+$0.094
Rocky Mountain$6.422+$0.120
West Coast$7.394+$0.154

Throughline’s take: make competing quotes comparable

Before awarding a load, ask whether each offer includes fuel and which charges remain conditional. A lower linehaul number can be misleading when the other offer already includes the fuel component. Use the same pickup date, equipment, cargo dimensions and delivery requirement for every quote request.

For recurring freight, record the agreed fuel index, calculation method and effective date alongside the base rate. For spot freight, record the total offer and its expiration. A change in the national diesel average alone does not tell you how much your particular shipment should cost.

  • Confirm whether tarping, appointment handling and additional stops are included.
  • Identify the detention allowance and the documentation needed if waiting time occurs.
  • Reconfirm the offer if pickup moves outside its validity window.

Building materials: national housing data is a planning signal

The Census Bureau and HUD released September residential construction estimates on October 20. Building permits were at a seasonally adjusted annual rate of 1.400 million, 0.2% below revised August. Single-family authorizations were 845,000, down 4.0% from August.

Housing starts were estimated at 1.221 million, with a reported monthly change of −5.2% and a ±11.8% margin of error. Because that interval includes zero, the report does not establish a statistically significant monthly decline in starts. Annualized rates also are not the number of homes started during September.

Throughline’s interpretation: lumber and building-product buyers should compare this national context with confirmed purchase orders, project releases and yard inventory. It is not evidence of a uniform decline in local freight demand. Keep tentative releases separate from freight that is physically ready, and share revised dates before a truck is committed.

Southwest rain: protect the receiving appointment

The NWS Weather Prediction Center’s 4:26 a.m. EDT October 22 discussion identifies a Moderate Risk of excessive rainfall over portions of southern Utah and southwest Colorado. The Day 1 forecast is valid from 12:00 UTC October 22 through 12:00 UTC October 23. It describes forecast flood risk; it does not confirm that a highway is closed.

At the 8:01 a.m. ET transport check, Colorado’s COtrip listed wet-and-rain conditions on US 160 between Four Corners and CO 184 at Mancos, mileposts 0–56. That condition advisory was not a confirmed closure. This briefing does not establish a clear route elsewhere.

Shipper action: ask the receiver whether the unloading area and site entrance are usable, confirm who can change an appointment, and check the latest DOT/511 information with the carrier before dispatch. Local flooding could affect site access or arrival timing; no fixed delay duration is supported by these sources. Weather information was rechecked at 8:22 a.m. ET.

Today’s freight desk checklist

Manufacturers and distributors can turn these signals into a short shipment review. Start with loads due to leave today or tomorrow, then work through the next week’s releases. Assign one person to resolve missing details so a quote does not stall between purchasing, the warehouse and the receiving site.

  • Ready freight: confirm packed dimensions, total shipping weight and the actual release time.
  • Open deck: state tarp coverage, loading method, bundle layout and any restrictions on stacking.
  • Enclosed freight: confirm dock compatibility and protection requirements.
  • Expedited: separate the true delivery deadline from the preferred arrival, and check vehicle fit before selecting a sprinter.
  • Every award: save the quote validity, agreed services and receiver contact with the shipment record.
